REDD+
The Rarakau Programme
The Rarakau Programme is a programmatic rainforest carbon offsetting programme in New Zealand. It operates in the international voluntary carbon market sector, outside the carbon accounting boundary of the New Zealand Emissions Trading Scheme. It focuses on the protection of indigenous rainforests established prior to 1990. The Rarakau Programme has one pilot/demonstration project certified to the ISO14064-2 standard with CO2 offsets issued by Markit Environmental Registry, and being sold in the New Zealand voluntary carbon offset market. Carbon Partnership founded the Rarakau Programme, and led its technical and commercial development. This involved: 1. Designing and validating a programmatic carbon accounting methodology for community based projects; 2. Developing quality control and quality assurance protocols and social and environmental safeguards; 3. Project development and implementation of the pilot/demonstration project; and 4. Developing the commercial infrastructure for carbon offset retailing to monetize carbon offsets from the pilot/demonstration project.

This is a fair-trade styled, community based programme, and involves strengthening and support community governance, business management and financial discipline in order to operate a carbon project. The Nakau Programme has three pilot/demonstration projects covering three REDD+ activity types, and located in three countries: Fiji, Vanuatu and the Solomon Islands. The Nakau Programme and its projects are certified to the Plan Vivo Standard with carbon offsets issued by Markit Environmental Registry. Carbon Partnership led the technical and business development of the Nakau Programme. This involved designing 3 carbon accounting methodologies, and co-designing with Live and Learn International the project governance, social and environmental safeguards and programmatic protocols.

REDD+ Political Ecology
Carbon Partnership was part of a research team examining social safeguards in forest carbon financing programmes in Indonesia. The role of Carbon Partnership was to provide a practitioner's perspective to the predominantly academic research team.

Pacific Regional Policy Framework on REDD+
The Pacific Regional Policy Framework on REDD+ is a policy resource for the 14 independent Pacific Island nations. It was developed to provide a policy template for national REDD+ policies and programmes in these countries. Carbon Partnership was the lead policy consultant for this project. The work involved developing a draft framework, then facilitating international multi-stakeholder consultations on REDD+ with the Pacific Heads of Forestry. It also involved drafting the working text and final text of the Pacific Regional Policy Framework on REDD+ and supporting material.

The Fiji National REDD+ Programme is a national programme developed initially with technical and financial support by GIZ, and then with financing support from the World Band Forest Carbon Partnership Facility. This national programme progressed through an initial phase of national scoping, then REDD-Readiness, including the development of pilot activities. Carbon Partnership was the lead consultant for Phase 1 of the National REDD+ Programme. This involved supplying and leading an international policy and technical team during early stages of the development of the National REDD+ Programme. The CI led the multistakeholder consultation process for and the main drafting of the Fiji REDD+ Policy. The CI also led the early development of the Fiji National REDD+ Strategy.

Vanuatu National REDD+ Programme
The Vanuatu National REDD+ Programme is a national REDD+ Programme following the World Bank Forest Carbon Partnership Facility track. This involved an initial phase of scoping, then REDD+ Readiness development. Carbon Partnership initiated, successfully fund-raised internationally for and then was Lead Consultant for the development of Phase 1 of the Vanuatu National REDD+ Programme. The work involved supplying and leading an international policy and technical team to complete national REDD+ scoping. The CI led/facilitated national multi-stakeholder consultations on REDD+, negotiated for Vanuatu at the World Bank and UNFCCC, led the drafting of the Vanuatu R-PIN, led the phase 1 drafting of the Vanuatu R-PP. The CI then continued with REDD+ work in Vanuatu through leading the technical development of the first REDD+ demonstration project through the Nakau Programme. This project is a national pilot project within the context of the Vanuatu REDD+ Programme.

The UNEP PECCO Report is an initiative of the Pacific Regional Environment Programme (SPREP). involved presenting a Pacific Islands perspective on forests, climate change and carbon markets. Carbon Partnership was lead author for the UNEP PECCO Forests, Climate Change and REDD report.
