The Rarakau Programme
The Rarakau Programme is a programmatic rainforest carbon offsetting programme in New Zealand. It operates in the international voluntary carbon market sector, outside the carbon accounting boundary of the New Zealand Emissions Trading Scheme. It focuses on the protection of indigenous rainforests established prior to 1990. The Rarakau Programme has one pilot/demonstration project certified to the ISO14064-2 standard with CO2 offsets issued by Markit Environmental Registry, and being sold in the New Zealand voluntary carbon offset market. Carbon Partnership founded the Rarakau Programme, and led its technical and commercial development. This involved: 1. Designing and validating a programmatic carbon accounting methodology for community based projects; 2. Developing quality control and quality assurance protocols and social and environmental safeguards; 3. Project development and implementation of the pilot/demonstration project; and 4. Developing the commercial infrastructure for carbon offset retailing to monetize carbon offsets from the pilot/demonstration project.

HBRC Safe Carbon
The Hawke's Bay Regional Council reviewed its plantation forest carbon assets in view of developing a low financial risk carbon trading strategy.
Funder/Client: Hawke's Bay Regional Council. Contract subcontracted to Carbon Partnership by Ekos. Status: Completed.

MAF Indigenous Carbon
The (then) Ministry of Agriculture and Forestry contracted Carbon Partnership to develop a framework for a potential future national indigenous forest carbon management incentive programme for pre-1990 indigenous forests. The framework has been developed using a project-scale approach similar to that of the Permanent Forest Sink Initiative (PFSI) and the New Zealand Emissions Trading Scheme (NZETS).
Funder/Client: Ministry of Agriculture and Forestry. Status: Completed 2011

EBEX 21 PDD
Landcare Research Ltd established and operated the EBEX21 Programme for indigenous forest carbon management in the lead up to the first commitment period of the Kyoto Protocol. The EBEX21 Programme contributed to the design of the Permanent Forest Sink Initiative operated under the New Zealand Emissions Trading Scheme. Landcare Research contracted Carbon Partnership to scope out the potential to certify the EBEX21 Programme to the ISO14064-2 carbon standard.
Funder/Client: Landcare Research. Status: Completed in 2009.

Nelson City Council Forest Carbon
Carbon Partnership was contracted by the Cawthron Institute to co-author a report to the Nelson City Council on forest carbon management of Nelson City Council forestry assets.

West Coast Indigenous Forests
Prior to the formation of Carbon Partnership, Principal Sean Weaver developed a regional economic development package as a 'Payment for Environmental Services' transaction between the NZ Government and the local West Coast communities. This economic development strategy was a compensatory measure in exchange for the termination of the indigenous forestry component of the West Coast logging industry operated on Crown land. This regional economic development package was costed at $100 million. The incoming Clark Government took up this regional economic development package as government policy in 2000, and subsequently paid $120 million to the West Coast Communities whilst ending government logging on the West Coast.
