Payment for Environmental Services & Performance Measurement
Climate Change Adaptation Benefit Mechanism
The African Development Bank commissioned an international team of consultants to develop a design framework for a market-based climate change adaptation financing mechanism linked to the United Nations Framework Convention on Climate Change. This 'Adaptation Benefit Mechanism' (ABM) provides protocols for the issuance of Adaptation Benefit Units (ABUs) for sale to public and private sector buyers. The ABM is modeled on market-based mechanisms used in climate change mitigation including the Clean Development Mechanism and the international voluntary carbon markets. Carbon Partnership is a member of this 5-person consulting group led by CPMA International. Our role is to contribute to the 'Payment for Environmental Services' elements of this mechanism, with particular emphasis on adaptation unit definition, demand side engagement models, measurement reporting and verification, and additionality.
