Climate Change & Carbon Markets
Climate Change Adaptation Benefit Mechanism
The African Development Bank recruited Sean Weaver into an international team of consultants to develop a design framework for a market-based climate change adaptation financing mechanism linked to the United Nations Framework Convention on Climate Change. This 'Adaptation Benefit Mechanism' (ABM) provides protocols for the issuance of Adaptation Benefit Units (ABUs) for sale to public and private sector buyers. The ABM is modeled on market-based mechanisms used in climate change mitigation including the Clean Development Mechanism and the international voluntary carbon markets. ANZICE Policy
Antarctica-NZ Interglacial Climate Extremes (ANZICE) is a research programme of the Antarctic Research Centre at Victoria University of Wellington. This contract involved the preparation of a report entailing the climate change adaptation policy implications of scientific research undertaken by the ANZICE Programme. The goal of the ANZICE programme is to help determine past and future effects of global warming on the Antarctic, Southern Ocean and New Zealand region. Antarctica has in driving significant components of New Zealand’s as well as the world’s climate and oceans.
Client: Victoria University of Wellington. Status: Completed 2011.

Climate Change Tools
This project established a national database of community climate change projects and programmes in an effort to better understand the spread of projects being undertaken nationwide and the tools (methodologies/innovations) used by different organisations in the delivery of their project goals. This database is also established as a core resource for the possible future development of an interactive online database resource, to facilitate participant-participant networking, information exchange, and research.
Client: Landcare Research. Status: Completed 2010.

The Leader's Guide to International Emissions Trading and Carbon Markets
The (then) UK Prime Minister Tony Blair convened an expert group to advise him on his climate change policy initiative 'Breaking The Climate Deadlock'. The expert group commissioned this guide booklet to explain in plain language the architecuture of international emissions trading under the Kyoto Protocol regime and the voluntary carbon markets. It was co-authored by GtripleC and Carbon Partnership. Copies were distributed to all intergovernmental negotiators at the 15th Conference of Parties (COP) to the UNFCCC in 2009 in Copenhagen.
Client: The Climate Group (London). Status: Completed 2008.

Voluntary Carbon Market Design Papers
The onset of the first committment period of the Kyoto Protocol in 2008 led to a collapse of voluntary carbon markets operating in Kyoto Annex I countries. This eliminated a useful tool in the low carbon economy toolbox - where the Kyoto compliance carbon price signal was (and has proven) unlikely to make a significant material impact on reducing emissions in price inelastic sectors like energy. Carbon Partnership collaborated with GtripleC to produce a series of voluntary carbon market design papers to make the carbon accounting case for voluntary carbon markets to be legitimately nested within the compliance regime.
